     For the more than half a century of its large-scale construction operations in Moscow, Russia’s regions and abroad, Glavmosstroy has maintained its position as a large construction company with a high level of social benefits.      The organisation of Glavmosstroy is, above all, its skilled labourers, engineers and technical staff, managers, young employees and veterans, whose selfless creative efforts have built, and continue to build the capital of our Country – Moscow.

     The Department of personnel policy, social benefits and image creation faces the task of developing a holistic approach to the creation and efficient use of our employees’ potential. This approach takes into account all “human” factors – from providing career planning and professional training to young people, to caring for our veterans.

     The Department of personnel policy, social benefits and image creation deals with many various issues in ensuring the stable and efficient operation of our companies and organisations. Our personnel policy is part of the strategy for the development and transformation of Glavmosstroy, and has several main aspects:
- Attracting, developing and retaining human resources
- Perfecting our production management structure
- Formulating the principles of payment for work and rationalising the use of human resources
- Developing community relations
- Professional development
- Working with young specialists
- Improving the status of construction as a profession.

     The Department of personnel policy, social benefits and image creation attaches special significance to the strengthening of social partnerships, with co-operation of the company’s management, the employees and the unions, in order to maintain the organisation’s social stability.

     As part of the social partnerships programme, Glavmosstroy operates a system of professional development, including teaching, retraining, opportunities for obtaining higher qualifications and mass training of all employees in connection with the introduction of new technologies. In our planning of the learning process we take into account the needs of various groups of learners – from skilled labourers to managers, as well as the individual demands of the particular organisation where they work.

     We attach special significance to the professional development of Glavmosstroy managers and specialists at the Moscow State Construction University (MSCU), the Academy of the Government of the Russian Federation, the Plekhanov Russian Economic Academy, the Central Research Institute for Industrial Buildings, seminars at the urban architecture, construction, development and reconstruction centre, and the Glavmosstroy Training Centre, and to familiarisation with ISO-9000 standards.

     We also ensure the constant training and development of our line engineers and technicians, to keep pace with new, more complex construction technology and the introduction of new factory assembly lines in connection with the GMS-1 and GMS-3 construction series, the development of monolithic construction, and the demand for greater professionalism in management.

     During the academic year, the “Mosstroy – Personnel” Production and Training Centre conducts training of all kinds for a total of over 15,000 Glavmosstroy workers and specialists.

     We are perfecting training methods for the development of the qualified technicians and specialists we need, using the existing training facilities at Professional Construction College No. 38 at the Moscow State Construction University.

     Special significance is attached to the specialised training of MSCU graduates.

     Glavmosstroy has decided that when concluding contracts with the MSCU for the training of specialists, it will stipulate that special attention be paid to specialised training, starting in the 3rd year of university studies, and taking into account Glavmosstroy’s particular features and sphere of activity, and the tendencies in development of modern construction technology.

     Every year, around 300 students from MSCU and other universities spend their professional placement period at Glavmosstroy. The majority then stay on to work for the company.

     For co-ordinating work with young graduates we have created the Glavmosstroy Council of Young Graduates, which is designed to put into effect Glavmosstroy’s aims and policies for municipal and investment-based construction programmes, the development of graduate potential and opportunities, and the raising of the status of graduates specialising in construction.

     Glavmosstroy has many employees who are not long out of university, many of whom have graduated from MSCU. They have, over the years they have been with our company, shown themselves to be well-educated specialists, good managers during the construction of even the largest buildings. Glavmosstroy companies do not hesitate to place their young employees in positions of responsibility.

     As part of our corporate culture, the Centre for Personnel Management and Services provides orientation for new Glavmosstroy employees, including information on:
- Glavmosstroy’s aims and vision
- the history of Glavmosstroy as a whole and of the particular organisation where the employee has started working, the Glavmosstroy Anthem
- the work we carry out to ensure a good public image for our organisation
- the system of financial and psychological incentives
- the work of the Council of Young Graduates in Glavmosstroy and its companies
- the work of the Council of Veterans in Glavmosstroy and its companies

     An integral part of each employee’s benefits package, is his or her medical treatment at the Glavmosstroy Hospital, or a clinic of the Moscow Medical and Sanatorium Group.

     Families with children are able to send them without charge for rest and treatment to the “Spark” youth health camp.

     Glavmosstroy cares for those who created its history, i.e., for its veterans, as well as looking confidently into the future, leaning on a younger generation of employees that is worthy of their predecessors.

     Glavmosstroy works continually with its veterans. All the managing companies and organisations have veterans’ organisations, whose activities are concerned with care for veterans, education of the younger generation and continuity between generations.

     A very popular project among our employees are annual city-wide professional craftsmanship competitions, “Craftsmen of Moscow”, where our best technicians in the leading construction professions win awards every year.

     In 2005 Glavmosstroy employees were placed 1st and 2nd, and awarded certificates for “Craftsman of all Trades”, and were awarded money prizes as “Manual Steel Worker”, “Tower Crane Operator” and “Manual Electric Welder” of the Year.

     Glavmosstroy has its own staff training facilities – the Glavmosstroy Training Centre, created on the 16th of October 1954. That day marked the beginning of its history, a history of activity in one of the noblest professions there is – preparing people for work that helps to create something, the building profession. There is probably no construction company in Moscow, which does not number Glavmosstroy Training Centre graduates among its employees.

     Glavmosstroy management recognises the need to retain and develop its employees’ potential in the competitive environment of the construction industry in Moscow and in Russia. It provides training and continual professional development for its skilled labourers, engineers and technicians. Our Training Centre provides instructions in more than 50 specialisations, and trains about 15,000 personnel each year. Everything necessary for this purpose is provided.

     The Training Centre is specially equipped for the training of general construction workers, decorators, construction machinery operators and mechanics, and houses many lecture-rooms. We have a main hall with 250 capacity, a canteen, a library, a snack shop and a sports hall. The production area, which covers 12,000 m2, houses laboratories and workshops, such as those for Argon arc welding, semi-automatic welding, plastic pipe welding, monolithic reinforced-concrete technologies, sliding formwork, elevating work platforms, and hydraulic lifts, modern crane models and other subjects, where learners gain practical skills in their chosen field. One of the production blocks houses the transport area, which includes garage- and mechanical repair equipment, as well as construction vehicles and machinery provided for training purposes.

     Because of the rapid pace of changes in the construction industry over the past few years, the introduction of cutting-edge technology and use of modern construction materials and equipment, demands made on our training processes have likewise increased. In the last few years we have widely implemented training in new technology carried out onsite.

     Our management, teaching staff and craftsmen communicate intensively with our customers, sometimes studying new technology with specialists, on the building sites themselves. That was how we mastered the new construction technology used in building the new GMS-1 series houses in 2002.
